The LPTM™ Program Self-Assessment

For JROTC Administrators, 10 Questions, under 15 Minutes

This isn't a test. There are no wrong answers, only honest ones. The goal is to help you see your program the way your instructors and students already do.

Instructions: For each question, score your program from 1 to 5. 1 = This isn't happening. 3 = We're working on it. 5 = This is a strength we can point to.

1. Shared Language When your instructors talk about leadership development, are they working from the same definition, or does every classroom look different depending on who's teaching?

2. Instructor Self-Awareness Do your instructors regularly reflect on how their own mindset, habits, and blind spots affect their students, or does professional development stop at curriculum delivery?

3. Student Mindset, Not Just Behavior: Is your program actively developing how students think about leadership,  or are you primarily managing conduct and compliance?

4. Measurable Growth:  Can you point to specific, documented evidence that students grew in leadership capacity this year,  beyond grades, attendance, or drill scores?

5. Educator Consistency: If your strongest instructor left tomorrow, would your program's leadership culture survive, or does everything depend on one person?

6. Mentorship in Practice:  Are your instructors actively investing in individual students' growth through intentional guidance, or is mentorship something that happens informally, when there's time?

7. Community and Family Alignment: Do families, community partners, and school leadership understand what your JROTC program is building, and do they feel connected to that mission?

8. Accreditation Readiness: Is your program continuously operating at accreditation standards, or does the work happen primarily in the weeks before an evaluation?

9. Leadership Culture, Not Just Program Requirements:  Does your program feel like a leadership culture students want to be part of, or does it feel like a class they're getting through?

10. Your Honest Assessment:  If a visiting administrator walked through your program today with no warning, would you feel confident in what they'd see in your instructors, your students, and your outcomes?

What Your Score Means

40–50 points. Your program has real strengths. The question now is how to make those strengths consistent, documented, and transferable. LPTM™ can help you build the systems to protect what's already working.

25–39 points. You're doing meaningful work, and there are clear gaps worth addressing before they become accreditation or retention problems. A program assessment is your next right step.

10–24 points. Your program has the foundation. What it needs is a shared framework and intentional investment in your instructors. That's exactly what LPTM™ was built to deliver.
